The Bureau of Industry and Security (BIS) has again expanded its U.S. export controls on chips. This new update, announced December 2, 2024, is related to the October 2022 interim final rule (IFR) aimed to restrict China’s ability to both purchase and manufacture certain high-end semiconductors critical for military applications.
The United States Trade Representative has opened a portal for submission of exclusion requests under Docket ID: USTR-2024-0020, “Requests for Temporary Exclusion for Machinery Used in Domestic Manufacturing.”

Earlier this year, the U.S. Department of Commerce issued its preliminary affirmative determination on AD/CVD duties for imports of aluminum extrusions from 14 countries. These new AD/CVD cases significantly broadened the scope of the existing AD/CVD orders covering aluminum extrusions from China.

On December 19th, 2023, US Customs and Border Protection (CBP) issued ruling HQ H326926. A US Customs Broker inquired in the ruling as to whether an unlicensed offshore third party could be granted access to its ABI system to prepare customs entry data using shipment documents and other referenced information. In this proposed process flow, the US Customs Broker would review, analyze, and correct any errors or omissions in the prepared data before submitting a completed 7501 entry into the United States.
